The pass letter would suffice for "DIPLOMA SUPPLEMENT" and the program description of "Info package" especially the part "assessment" would be relevant for "DESCRIPTION OF GRADING SCALE". The information on the following ACCA website which is cited from OBU is the description of grading scale. Often, this information is included in "diploma supplement", which states the duration, level, course language, grading scales and your courses and grades in the diploma supplement or transcripts of records. https://www.accaglobal.com/lk/en/student/exam-entry-and-administration/oxford-brookes-bsc-hons-in-applied-accounting/oxford-brookes-bsc-assement/oxford-brookes-bsc-determination-of-class-update.html

Sorry for the late reply. Normally, diploma supplement is everything you will receive besides your diploma certificate. Different universities and countries have different convention. For my masters from Germany, there is besides the degree only one "Transcripts of Records", in which the courses I have visited are listed and grading scales and the percentage of each grades in my year, while my master from Sweden has only one document(only digital, since Sweden does not use paper based diploma anymore), which is degree and diploma supplement combined. In the requirement of your prospective university: "diploma supplement OR description of grading scales" means your have to upload the course list (which is the pass letter as diploma supplement) and a grading scale, the link is only a reference from ACCA cited from OBU. So you have to offers the University a official confirmation from OBU on the grading scales. Either you use the Info Pack from your period of RAP from OBU (since it is an official document from OBU) or if your prospective university does not accept it, you have to write OBU to issue you a letter with the description of grading scale.
