It’s just like a memorandum, but says ‘Briefing Paper’ at the top instead of ‘Memorandum’. So at the top of the answer have:

This briefing paper deals with………
Then have headed paragraphs such as Environmental Analysis, Competitive position……………………………..or whatever is relevant to the question.
