Sir if a seller issues a non negotiable bill of lading then the buyer can get goods without bill of lading

Agreed – a non-negotiable bill of lading is NOT a document of title.
But just because it’s not necessary to produce a non-negotiable bill of lading to establish title, I cannot imagine a carrier handing over goods to a claimant buyer without there being some requirement of proof of entitlement.

We can agree that bill of lading is required by buyer to get the goods released
We can agree that SOME form of identification is required.
