Hi, please may I know whether there is any rule that specifies that a basis point must be used in some circumstances, and percentage in the others, or both can be used in actuality?

No – there is no rule.
More often than not exam questions state things in terms of basis points, but there is no problem converting them and using %’s in your answer.
