Balanced Score Card - KPI's - Integrated reports

I could argue that: BSC is a broad range of KPIs. The KPIs should have targets (or benchmarks) that should be compared to actual achievement. That is monitoring using BSC as a framework I am not sure integrated reporting is a monitoring tool: it is a reporting/communicating tool, anymore than a set of FS is a monitoring tool.
