Would it be correct to say that:
– The balanced score card is basically a broad range of KPI’s. But in itself, it is a forward benchmarking tool on which the said KPI’s are monitored. It is not a monitoring tool per se; and
– On the other hand, the integrated report is a monitoring and communicating tool on which the said KPI’s are monitored and reported?

I could argue that:
BSC is a broad range of KPIs. The KPIs should have targets (or benchmarks) that should be compared to actual achievement. That is monitoring using BSC as a framework
I am not sure integrated reporting is a monitoring tool: it is a reporting/communicating tool, anymore than a set of FS is a monitoring tool.
