The answer mentioned:” Given that the int rates can be licked in this would offer a better forward rate of two months at any borrowing rate less than SFr LIBOR +7″
I don’t understand the meaning of this sentence and why its +7?

I don’t understand it either (and it seems that neither do BPP because they have deleted that bit of the examiners answer in their Revision Kit answer 🙂 )
This question was set by the previous examiner who used to do some very odd things.
