Appeal for submitting RAP beyond 10 year limit

Hii I need some advice. My last date for submission of the RAP is May 2020. However, I might not be able to clear all my applied skills papers by then. I have four papers remaining. Can I appeal to submit in November 2020 or later? Has anyone done so before? Thank you
