In the free lecture notes on page 109
It says that 'SMARTER' has a component named measurable in the action plan
However when I was doing the revision kit
There was a question that was asking me to determine whether the following activity is an action plan or Goal setting
'Ensuring that all objectives set for Thomas are measurable'
My answer was Action because SMARTER fit into that option
However the correct answer was goal setting
Please help me figure out why my answer was wrong

I don't see why both options cannot be correct.
Some of the material in this syllabus is a lot of old rubbish. What does it matter to anyone whether something is goal-setting or an action plan?
Presumable a goal must be part of an action plan. How do you know when your plan has been fulfilled? You need to measure whether your goal has been reached. Measurement is part of goal setting and goal setting is part of the action plan.
