Sir can we say variance report or a budgetary report is a management report ? And secondly A Budgetary report specifies What quantity of materials should an organization purchase in the future Or what amount of cash should be allocated for laborers and so on ?

Yes - they are management reports. A budgetary report will include both - budgets for what resources are to be used (and cash is one of those resources).

So sir can we say the combination of All functional budgets and master budgets plus ( all the other budgets like zero based budgets , incremental budgets , activity based budgets , rolling budgets ) Is what we call a budgetary report ?
