The Kaplan text mentions you need 28 days notice to pass a special resolution.
But on the acca website it mentions "There is no longer a requirement for 21 days’ notice where a special resolution is to be passed at a meeting".

Not in my memory has there EVER been a 28 days' notice period requirement for a special resolution
I believe that you could well have misread the Kaplan text which, I imagine, could in fact state that the notice period for an ORDINARY RESOLUTION that requires SPECIAL NOTICE requires notice of 28 days to be given to the company by the person requesting the resolution and, in turn, the company will give 21 days' notice of the resolution to the company's members
As the course notes state and as the link states, there is now no longer a requirement to give 21 days' notice of the company's intention to propose a special resolution. It USED to be the case that 21 days' notice was required, but that is no longer the situation
If I'm wrong in my guess that you have misread / misunderstood the Kaplan text, please do post again and I'll try to resolve the issue for you
