    How come spreadsheets are not mentioned in the open tuition notes for budgeting?

    For the same reason that calculators are not mentioned. At this level everyone should already be aware of basic spreadsheets.

    In Q3 why the third option is not correct?

    As the answer that appears when you submit the test, bottom-up budgets are likely to be more realistic because the managers preparing them are more knowledgable about the areas they are responsible for.
