for companies that hire other organizations that do employee work e.g. hiring another human resource company to manage your employees or hiring a logistics company to manage distribution. would those be connected or internal stakeholders?

I had a look at the notes so when someone can confirm this would be great. There is only mention of employees being internal stakeholders but are they also connected st. too ?
It would be unusual to regard them as connected. Almost all Google references classify them as internal.
