If you look at the costs that I have calculated using ABC then the cost of a GC has fallen by approximately 7% and the cost of an EX has increased by approximately 2%.
The only reason that the examiner has given that information in part (b) of the question is so that you could still answer part (b) correctly and get 5 marks, even if you had not attempted part (a) (or attempted part (a) but got it completely wrong).
I guess I should have mentioned this in the lecture.
