I do understand that the demands are at 350,000 280,000 200,000 bags respectively. However, I don not know why you set production levels as same as the demand (CHOICE)? Should I assume that you always expect to meet all demand at the HIGHEST level when possible?

No – it depends on the question.
This question specifically says that they will produce at one of the three levels of demand.
