This is a difficult one for me to answer authoritatively!
Some people want publicity, some want privacy
Some people want formality, others want informality
Some want certainty whilst others crave the excitement of uncertainty
And, predictably, some want predictability whist others prefer the possibility of “unusual” decisions
Personally, I would prefer informality – it’s much less stressful (as it probably says in the notes)
Personally, I’m not concerned about privacy and preferring transparency (that too should be in the notes)
Maybe, and it’s a big MAYBE, maybe the question setter was placing too much emphasis on (reading too much into) the word “generally”

But it’s an awful question to reach any definitive conclusion about an answer
I may just eliminate it next time I’m reviewing the mcqs

I don’t really understand why in number 2 the correct answer is Privacy, why not Informality.
