I want to know whether the materials available are relevant for the December 2018 exam

The front cover of the class notes states that they are relevant for the September and December exams.

Can I Give F7 (FR) & F8(AA) at the same time in December 2018?

Yes, you have than enough time to be able to study both and as you say the knowledge from FR will help with AA.
