    Q1: A business which has gone through cost reduction has definitely done cost control before? Is it correct if we say like this because cost are controlled and then can be reduced only?

    Q2: Looking to above situation, Value analysis is major part of cost reduction so can we say it is also part of cost control?

    Controlling costs is stopping costs increasing and where possible reducing them.
