    A coefficient of +1 or -1 means that there is perfect correlation. The further it is from 1
    (i.e. the closer to zero) then the weaker the correlation.

    the more closer it is to 1 the relationship is stronger
    And the more closer it is to zero
    Then the relationship is weak

    so does that mean if the coefficient of variation is closer to zero , provided that it can be close from the – 1 side or + 1 side ,
    then the relationship between the two variables are deemed to be weak . ?

    What you have written is correct (except that we are only ever referring to linear correlation).
