Sir, Im confused by the briefing note format in the examiner answers, they just write briefing note.. (a) Briefing notes: Factors enabling HiLite’s success in Deeland Should it come with from, to, subject, and an intro? Like the format in AAA? Thanks.

The title (ie Briefing Note)/to/from/about/date are quick to do and I probably would because I don't think in practice there is much difference between a memo and a briefing note. But what you suggest is fine too, but I think I would add a 'Prepared by' line so that you could be questioned by the recipient if necessary.
