September paper was classified as relatively more straightforward paper than usual. A testament to this was the pass rate of 53% which by many standards was above normal. Hence, we were expecting a tougher paper for December.

You were misguided. Historically F8 always had a relatively low pass rate. Quoting ACCA Website
