    ma’am i understand that HR department is responsible for any permanent or temporary employees appointment and termination. However if a question just states that temporary employees are appointed by the factory supervisor, with NO MENTION OF HR Department, then do we RECOMMEND as a part of control

    that “HR department should be set up”

    OR

    we directly assume that HR exists, but is not used for temporary employees hiring, so recommendation could be to “use the HR for even the temporary workers”.

    If you understand what am trying to ask….

    Most likely you would not suggest to set up a department that doesn’t currently exist – because that would be too costly – and far outweigh the benefit of the “mere” introduction of a control. Such a “sledgehammer to crack a nut” would make no commercial sense. If it seems from the scenario that there is an HR department – then yes you can recommend that they do something. But if there is any suggestion that there would not be an HR department, then just think of something else! For example, perhaps the finance director could approve the factory supervisor’s appointment – and make sure that the hourly/daily rates, etc are within ranges that have been approved by the board.

    When I worked for a firm that recruited 50 graduates a year there was an HR department, but when I worked in a company that had only 50 employees the HR “department” was the finance director.
