Sir ..could you explain to me what is ‘ Incremental decision package’ in your own words. I read it in the text but don’t seem to understand what it means.

To be honest it does not mean much to me either – I would certainly not write that in the exam!!
I suggest you watch my lecture on this. In the exam you need to prove you understand what zero-based is – the words you use do not matter.
