Who belongs to Public Entertainer ?

May i know what does public entertainer refers to ? As in my nation, a public entertainer will not entitled to have exemption on their short term employment income, so i would like to know more about the nature of public entertainer.

Besides, may I know teacher and lecturer, will both of they be classified as public entertainer, as both career carries different meaning in nature.
