VAT administration lectures

Sir one of your lectures on VAT admin. has a section which talks about ” penalty and interest on failure to notify liability for registration or change in the nature of supplies by person exempted form registration.” But I cannot find this topic anywhere in my study text, and since the lecture seems old, am not sure. so i just wanted to confirm if this section is there in FA19 or not?
