The answer in the solution is A but I chose C & I was wrong. Can u plz explain ? I cannot understand !!
Efficiency is being able to provide the service is the cheapest way, and the cost per passenger kilometre travelled would be a way of measuring this.
Customer complaints would be more a way of measuring the effectiveness.
