upper tribunal

Dear Tax Tutor,

I was just curious to know if upper tribunal in uk can hear minor cases directly instead of them receiving cases from lower tribunal? is that possible? I do know that only in big cases and cases involving large sums of money does upper tribunal take cases directly, instead of them being routed through First-tier tribunal. but i was thinking of otherwise…
