Is it true that if the government demand units to be made of a product then it should be made first in priority before even if the contribution of other products are higher?
Yes. If they are forced to produce something (for any reason) then they must produce it. Whatever resources remain are then used to make the other products in order of their contribution (or if it is throughput accounting then in order of their throughput return per hour).
