I would like to know the difference between those charged with governance and management in the public sector.

Auditing in the public sector is not examinable in AA.
For any organisation “management” means those responsible for the day-to-day operations/activities and “those charged with governance” is the person or body responsible for overseeing the strategic direction of the organisation and its accountability (includes overseeing the financial reporting process).
For the public sector in the UK, the National Audit Office recommends an audit committee.
