why are the rates and allowances different on the 2010 june exam and the new december pilot paper..

I don’t think there is a December Pilot Paper, the one on ACCA’s website seems to be from 2007. It would have been FA2006 in that paper.

You shouldnt do the past papers from the website as the rates have changed. Do the ones in your P&R kit. The rates and answers have been adjusted accordingly.
