Tactical goals

I had on my MA exam the question: Tactical goals involves all company or not? I found it tricky and there is no direct answer in study text. For strategical goals no doubts they definitely involve whole organisation, but tactical- productivity measurement or budgetary control or cash flow- it can be related to whole organisation or some departments or one department as I have understood. What will be the correct answer?

As you have written, strategic goals relate to the whole company. Tactical goals relate to individual departments or divisions (not the whole company) are are the objectives needed to achieve the strategic goals.
