what is the difference between substantive procedures and tests of detail

Yes, in so far as substantive tests are not the same as tests of control. Substantive tests are designed to ensure that the actual numbers / amounts shown in the fin stats are correctly shown ( note, not “accurately shown” ) within material acceptance parameters.
Tests of control are designed to try to confirm the reliability of the control features within internal control systems and accounting systems
