Sir is it best to use paragraphs in breifing notes and in normal questions paragraphs in a tabular format

And can we write our answer plan with pen inside question paper?

“And can we write our answer plan with pen inside question paper?”

Yes, but why would you? Why not write it in pen in your answer booklet! That would be far preferable because that way the ACCA can see that you are organised and professional and you plan your assignments rather than simply launch in to them

Yes, in pen, in your answer booklet, headed “Plan” and ruled off (not crossed out) when you have finished writing out your answer that started 4 lines below the end of your plan

“… is it best to use paragraphs in breifing notes …”

It’s best to use short sentences (1minute 18 seconds = approximately 3 lines of hand writing) with a line left between each sentence – that therefore has the appearance of paragraphs just like this post of mine in response to your question

“… and in normal questions paragraphs in a tabular format?”

I’m not sure what you mean by “paragraphs in a tabular format”

Just use paragraphs / short sentences (one sentence for each markable point and only one markable point in each sentence)
