The usual way is:

>Choose from the strategic options available (suitability, feasibility, acceptability)
>Implementation.
Assessing the position takes into account mission, stakeholders, strengths, weaknesses, threats, opportunities. Assessing threats and opportunities can involve, PESTEL, 5 forces, budgeting, time series, linear regression and expected values as you will often want to try to assess the future. Assessing strengths and weaknesses will make use of value chain, resources and competences.
