Sir is below sentence true or false

Budget can be used in situation where output cannot be measured but standards cannot be used in such situation

The sentence as it stands does not really make a lot of sense.
However there are lots of reasons why a business might decide to prepare budgets and they are explained in my free lectures on budgeting.
