Should I give F4 paper as manual or CBE?

Is it true that if I give F4 paper as a manual paper in Dec 15, I don’t have to do IELTS in order to obtain degree of Bsc (Hons) in Applied Accounting from Oxford Brookes University?
Is the paper pattern same for both manual and CBE?
