For this question whether I need to give all cons or mix with pros and cons since Technical requirement mentioned evaluate whereas professional marks scepticism?

ACCA guidance for the verb ‘evaluate’ is:

Determine the scenario in the light of the arguments for and against
Key tips: Mention evidence/case/point/issue to support evaluation.

‘Professional scepticism’ means assessing if the information, interpretation or opinions presented are correct, truthful and complete.

So, I think what’s needed here is to look at the arguments/evidence/points/issues, both for and against a plan or proposal in the light of professional scepticism. Both arguments for and against a proposal could be false (or at least tenuous) and you cannot do a decent balancing act between the pros and cons unless you try to assess if those are correct, truthful and correct.

As the requirement says, you must ‘evaluates the SaaS business case, and considers the various views expressed by the members of the board’. So, you have to be as comprehensive as possible.
