SBL Exam Paper Writing Format

I saw that a lot of lecturers gives the standard approach to the exam
1- read the requirement
2- read the scenario
3- read the requirement
4- plan
5- write

May I ask- where do we write the planning?
In the
a) question booklet,
b) answer script – before each part of actual answers
c) answer script – at the end of the answer booklet?

Does the showing proper planning increase our marks?
