in the practice question of the open tuition note named ruby, the reduction in irrecoverable debts from the question is 2.4% i want to know why 0.6% was used instead in the solution

Irrecoverable debts are currently 3%. They will be reduced to 2.4%.

So the reduction is the difference of 0.6%.
