How do we calculate the ROE for Chapter 13 Eg4- Other Financial Ratios?

The return on equity is the current dividend divided by the market value (have you not looked at the answer in the lectures notes – all of the answers to examples are printed in the notes!).
However, you should not be using the lecture notes without watching the free lectures that go with them. If you are, then you need to download the most recent lectures notes – the lectures and notes were both updated about two weeks ago. (You may need to refresh your browser to get the latest lecture notes).
If you are not watching the free lectures for any reason, then you should not be using the lecture notes – it is in the lectures that I explain and expand on the notes. In that case you need to buy a Study Text from one of the ACCA approved publishers and study from there.
