Discussing the reasons for the plan with management and consider whether it is consistent with the auditor’s knowledge of the business.
Can you please tell me what assertion does this above procedure help to confirm( this procedure is in relation to a restructuring plan that was announced by the management). For any further reference refer lychee 12/09.

This is not just unlikely – it could be positively dangerous! What if management have not yet announced their restructuring plans which may, or may not, involve redundancies!
As for the assertion in your first paragraph, these discussions would help the auditor to determine the relevance (or irrelevance) of the necessity for a provision
