why the mark up should not be included in the calculation of the minimum price for the bespoke contract order?

With relevance to which question
Is it because you were asked for the minimum price to discourage new entrants
Why would you include a mark-up on a minimum price?
You would do this to determine the selling price? Not minimum…….
