How could referral fee be received by an audit firm of an audit client

For example, an audit firm’s client include A Co which sells insurance.

A Co asks the audit firm to refer (as in recommend) A Co to the firm’s other audit clients and offers a referral fee of $250 for every client who takes out a policy with A Co.
