Review forecasts and budgets to evaluate the pattern of anticipated use of the initiative by the unemployed, and to confirm that repayment of the grant is not likely.
ma’am I do get the second part of the sentence, but not the first one. Why is it important to evaluate the “pattern of anticipated use of the initiative by the unemployed..”?
