How do you know a reconstruction scheme is beneficial to the various stakeholders.
What is the starting point when given such a question.
The starting point is to follow the instructions regarding the reconstruction.
As to whether the scheme is beneficial to the various stakeholders, you need to look at each separately and determine whether they are likely to be better off or worse off than if the reconstruction did not happen.
