The question says respond to the RSU managements Boards request for the work on the following areas
a) Managing and measuring performance .

my question is managing performance am i supposed to talk about the proplems management is facing and how they may address it?

Yes, If there were no problems it would not be much of an APM question. In APM you are always trying to improve things (PM = performance management) so current problems and their mitigation would almost always be important.
