I interpreted the question as problems faced in changing a budgetary system and built my answers on those.My answer seems to be way off from yours
That is not necessarily a problem – I am not suggesting that my answer is perfect, and there are lots of other points that could be made (and that will get marks).

Wow Thanks to Allah….According to the Suggested answers I have done good job, though my handwriting was not good I was trying to use capital letters…..on the other hand , I had a trouble day because of the invigilator was very rude and as result lost 45 minutes because he didnt give us the go ahead to start working and when we complained he told us either “take it or leave it” so we took it and I worked all except q4 part B…..
Thanks John, the suggested answer is very helpful. I was worried I made lots of errors but I think I did okay 🙂
