The following are the stages in the training and development process:
    1.Identification of needs
2.Evaluation and validation of the training programme

    3. Programme design
    4.Setting training objectives

In what order should these steps occur?

In my answer I put 1 in first position which is in line with the correct answer but the following order is quite confusing. The book answer followed number 1 by 4 which is setting training objectives. I selected the answer which followed number 1 by number 3 which is programme design. This is confusing how can training objectives be set without even validating the programme.

    My answer 1 3 2 4
    Book answer 1 4 3 2

2 must come last as the training can be evaluated only after delivery ie, did it work?

Before detailed training can be designed, objectives must be set. Eg 80% of participants should become competent on the new IT system. After that the detailed programme is designed eg 0.5 day introduction via lectures and 0.5 day hands on practice.
