is council tax,business rates and water rates paid by landlord allowable revenue expenses ? in addition to all these expenses being deducted first from rental income before applying 10% in arriving at wear and tear allowance?

Yes all those expenses if incurred by the landlord and not the tenant, will be allowable expenses to set against the rental income. Again if incurred by the landlord those expenses will be deducted before calculating the 10% wear and tear allowance in respect of furnished lettings.
