1. How the project management can be considered as effective?
2. Project sponsor = project manager? Does the project sponsor has more authority than the project manager?

1 Complete project on time. within cost budget, achieving planned scope and quality
2 Project sponsor is the big force behind the project; often makes funds available. Project manager looks after day-to-day project activities. Sponsor is higher than manager.
